Principle 3. Aligning values and goals

Place-based health planning involves implementing processes and stewardship to align values and goals, build mutual trust and respect among partners, and provide a foundation for collaborative work.

  • Different individuals and organisations bring different values, goals, and ‘power’ to co-design activities.
  • Deliberate use of participatory tools and techniques to engage different partners, identify mutual goals and align priorities is the basis of mutual trust and respect, and provides a foundation for both current and future collaboration.[1]
  • Exploring assumptions about what is truly in or out of the control and remit of each partner can be empowering and lead to more creative thinking about solutions to identified issues.

It is important for all stakeholders and partners to understand the needs and issues for all individuals and groups within the community. With this knowledge and understanding, participants can discuss values and identify common priorities. This enables participants to align and establish common goals and negotiate important actions for improvement to focus on in the short, medium and long term. During the co-design process, participants collaborated and agreed on an essential basket of services and principles for health service delivery. These values guided discussions about unmet health needs and possible solutions. Such discussions were held through the co-design process (see step 3). The needs and issues of all individuals and groups within a community were acknowledged by participants as essential to document in writing in a place-based plan for the community. Through the co-design discussions, participants discussed and negotiated a prioritised plan which set accepted goals to work toward in the short term.
